An intake and exhaust structure for increasing a low-speed torque of an engine, comprising a gas compressor (1), a turbine (2), and a communication pipe (4). An exhaust pipe of the gas compressor (1) is connected to an intake pipe of the turbine (2) by means of the communication pipe (4). The communication pipe (4) is provided with an electric control valve (5) which is connected to an ECU of the engine. By means of the intake and exhaust structure, the oil consumption of a rotating speed region can be reduced under a small turbine matching condition or a large low-speed torque can be obtained under a large torque matching condition. Also disclosed is a control strategy for increasing a low-speed torque of an engine.
