Provided are a driving burden estimation device, a computer program, and a driving burden estimation method, whereby it is possible to estimate the near-future driving burden of a driver. This driving burden estimation device estimates the driving burden of the driver of a vehicle, and comprises: an event determination unit which determines the presence or absence of an event relating to the driving burden of the driver in the vehicle travel direction and a site where the event occurs; an arrival time calculation unit which calculates an arrival time at the site if it is determined that the site is present; and a driving burden estimation unit which estimates the driving burden of the driver on the basis of the calculated arrival time and the determined event.
