The present invention provides an electronic medical record processing system and method based on cluster data migration. The method comprises: integrating all qualified mobile terminals into a cluster; sending a data migration configuration file to each qualified mobile terminal in the cluster; notifying the each qualified mobile terminal in the cluster to obtain electronic medical record data to be migrated from a first medical database server and sending the obtained electronic medical record data to a second medical database server; and notifying the mobile terminals in the cluster in an idle state to actively obtain the electronic medical record data to be migrated in the first medical database server and sending same to the second medical database server. The present invention can avoid the situation that data migration cannot be carried out due to crashing of designated server devices, and utilizes network bandwidth used by the mobile terminals so that the bandwidth costs of medical institutions are saved.
