The present invention is provided with: a signal detection unit (103) that acquires valid signal information lists from a plurality of sampling devices and detects first signals; a combination detection unit (104) that detects, from combinations of the valid signal information lists, a combination of second signals that are signals used for communication in the same frequency band among the first signals and creates connection information indicating a period in which the second signals are received and a combination of sampling devices that are transmission sources of the valid signal information lists including a state in which the second signals are received; a message transmission unit (105) that generates, on the basis of the connection information, a signal extraction message indicating a period in which signal waveform data of the signals received by the sampling devices are extracted, and transmits the signal extraction message to the sampling devices corresponding to the connection information; and a message reception unit (102) that outputs the valid signal information lists to the signal detection unit upon reception of the valid signal information lists, and transmits the signal waveform data to a host device upon reception of the signal waveform data.
