The present invention relates to a cast-in-situ reinforcing top pile base and a construction method therefor, the top pile base being capable of directly forming, in a compacted aggregate layer with cast-in-situ concrete, a top pile structure having a wide upper side and a narrow lower side and a reinforced core part and integrating the entire top piles into one continuous structure so as to enable the bearing power of a structure base to be simply and greatly improved. The cast-in-situ reinforcing top pile base of the present invention comprises: the compacted aggregate layer paved on the ground; a plurality of reinforcements provided to be spaced apart from each other in the compacted aggregate layer such that the upper surfaces thereof are exposed on the compacted aggregate layer, and are net-shaped members formed in a cone shape having an open and wide upper side and a narrow lower side, and having meshes formed by crossing a plurality of rows of wire rods; the core part formed by pouring concrete into an inner space of the reinforcement; an outer reinforcing part formed at the outer side of the reinforcement while the concrete poured into the inner space of the reinforcement flows out through the meshes of the reinforcement and is spread and injected into the outer compacted aggregate layer; and leveling concrete provided on the compacted aggregate layer, the reinforcements, and the core part, and poured simultaneously with the concrete for forming the core part and the outer reinforcing part, wherein the total area of the meshes of the reinforcements is greater than 40% of the total area of the reinforcements.
