The present invention provides a copper indium gallium selenide (CIGS) solar cell, providing excellent efficiency while having a semi-transparent characteristic, and a manufacturing method thereof. According to one embodiment of the present invention, the semi-transparent CIGS solar cell comprises: a transparent conductive substrate; an AgGaS_2 middle layer formed on the transparent conductive substrate and having a band gap higher than that of a light absorption layer; a CIGS based light absorption layer formed on the middle layer by a thickness of 400 nm or less, and having a band gap of 1.5 eV or more; and a buffer layer, a transparent conductive layer, and a front electrode sequentially stacked on the light absorption layer. According to the present invention, as a transparent semiconductor oxide is used for a rear electrode and the CIGS light absorption layer having the high band gap of 1.5 eV or more is used, the middle layer with a big band gap is disposed between the transparent conductive substrate and the light absorption layer while penetrating a part of light of a visible range to have a semi-transparent characteristic; thereby providing an effect of simultaneously increasing transparency and efficiency of a solar cell.
