The present invention relates to a method to generate a quaternary universal code for any order (K = 1). As shown in the table below, the quaternary universal code has a top digit formed with 2 or 3 and has following digits formed with 0 or 1 in a quaternary case. For example, the quaternary universal code formed like 2/3/211/301/210/2000 is perfectly divided into a universal code satisfying a unique decodability when reading data in a dividing way whenever meeting 2 or 3. 1) M is obtained from an arbitrary order K. 2) P value is obtained from the M. 3) R is obtained by a formula to obtain a number existing after the 2 or 3 of the top digit in the quaternary universal code from the P value. 4) The R is converted in a binary form consisting of 0 and 1 by converting the R into a binary number, the R has the length of P bit at this time, and the P bit is made by being filled with 0 from the top bit as a leading zero when smaller than the P bit. 5) 2 is allocated for the top digit when K is an odd number and 3 is allocated for the top digit when K is an even number (Of course, reverse allocation is possible according to even and odd numbers) and 2 and 3 can be allocated differently depending on the K value by a specific rule (by the above, encryption is enabled).
