The present invention relates to a quaternary universal code generating method for an arbitrary order (K = 1), wherein a quaternary universal code has the top digit formed with 2 or 3 and following digits formed with 0 or 1 in a quaternary case like the following table. For example, the quaternary universal code formed like 2/3/211/301/210/2000 is perfectly divided into a universal code satisfying a unique decodability if reading data in a dividing way whenever meeting 2 or 3. 1) M is obtained from an arbitrary order K. 2) Then a P value is obtained from the M. 3) R is obtained with formula, R = M-(2^P+1), to obtain a number existing after 2 or 3 at the top digit in the quaternary code from the P value. 4) P bit is made by converting the obtained R into a binary number of the P bit, being converted into a binary form formed with 0 and 1, forming the R to have the length of the P bit at this time, and filling the top bit with 0 from a leading zero when smaller than the P bit. And 5) 2 can be allocated for the top digit when K is an odd number, 3 can be allocated for the top digit when K is an even number (Of course, a number can be allocated in a reverse order according to even and odd numbers), and 2 and 3 can be allocated differently depending on the K value by a specific rule (Thereby encoding can be possible).
