The present invention relates to a high radiation metal-phosphor functionally graded composite for laser lighting and a high efficiency energy circulation laser lighting system using the same and, more specifically, to a high radiation metal-phosphor functionally graded composite for laser lighting and a high efficiency energy circulation laser lighting system using the same, wherein the functionally graded composite includes: a thermally conductive layer; an adhesive layer gradually changing physical properties between metal and phosphor; and a light emission layer, and accordingly can emit white light by emitting a blue laser beam to the light emission layer, transfer heat generated from a surface of the light emission layer caused by laser emission through the adhesive layer to be efficiently discharged to the thermally conductive layer and transfer the discharged heat to thermoelectric elements adhering to the thermally conductive layer of the functionally graded composite to be transformed into electric energy.
