The present invention relates to a calcium sulfoaluminate based clinker composition, a cement composition including the same and a method for manufacturing the cement composition, which can save natural resources and prevent environmental pollution by using industrial byproduct resources as raw material and can improve long-term strength as well as initial strength of slag based cement or general Portland cement. The calcium sulfoaluminate based clinker composition contains: 15-45 wt% of at least one selected among fluidized bed combustion ash remaining after burning petroleum coke as a fuel, fluidized bed combustion ash remaining after burning coal as a fuel and pulverized coal combustion ash in a steam power plant; 30-70 wt% of reduced slag in an electric furnace; 1-30 wt% of aluminum dross; and 1-20 wt% of gypsum. The cement composition containing the calcium aluminate based clinker according to the present invention makes an alkali component among the fluidized bed combustion ash generate alkali double salt to enhance the initial strength and makes a free lime component among the reduced slag in the electric furnace transitioned into β-C_2S mineral with high-temperature stable phase to increase the long-term strength, thereby showing excellent long-term strength as well as initial strength. In addition, the cement composition is manufactured by using industrial wastes as a raw material to save waste processing costs and manufacturing costs, and recycles wastes to save the natural resources and to prevent the environmental pollution, thereby being eco-friendly.
