The present invention relates to a composition for a therapeutic agent for preventing hair loss and promoting hair growth, containing a mixture of exosomes extracted from human dermal papilla cells and human adipose stem cells involved in hair restoration. The exosomes of the present invention are exosomes that are secreted during cell proliferation, and contain genes, proteins, and growth factors involved in cell proliferation, differentiation and restoration of stem cells, and thus can induce hair restoration without using other additives such as cell activators or growth factors. Further, since the exosomes are a refined substance not containing harmful factors in antibiotics, serum, and culture fluid, the problems of therapeutic agents using culture fluid can be overcome, and furthermore, the exosomes, for being a cell-derived lipid carrier, show excellent efficiency for penetrating cells and delivering effective factors. Accordingly, the present invention may be applicable as a hair loss treatment agent and a scalp treatment/hair restoration aid intended for inducing proliferation of human dermal papilla cells and hair growth-related cells, and enhancing hair restoration.;COPYRIGHT KIPO 2018
