Provided is a warm elastic chair with a built-in heating cable. Natural rubber with elasticity on an upper surface around a seat of the chair has a waterproof function. A frame of a seating portion and an inner lower portion of the chair are formed by extruding aluminum into the shape of irregularities, such that the irregularities and front and back frames are formed. A heating wire for heating is disposed at an upper end portion of the irregularities. An aluminum tube is formed at the upper end portion of the irregularities to surround the heating wire and be arranged in a straight line with a predetermined length such that the heating wire is embedded inside a groove thereof. A heat reflective plate finishing material is installed within angled pipes at a lower portion of the chair so that the chair withstands a load and preserves generated heat. After the heat reflective plate finishing material is inserted through one side of an extruded aluminum bar and the heating wire is tied in series, a timer, a temperature controller, and a central controller with a sensing function are placed in inner spaces of the angled pipes and connected to an underground power source through legs of the chair to receive power. A cover for safely protecting electric parts and preserving the heat is placed and fixed by a direct fastening piece after the heat reflecting plate and the temperature controller are installed. After the power is applied to the chair, a human body sensor is activated when a person approaches within 1 m from the chair, and temperature of a surface starts to gradually rise in 2 minutes up to 25 degrees after 5 minutes. When the person is seated on the chair, the surface and an inner side of the chair made of rubber having a thickness of about 50 mm offer elasticity for greater comfort to the person.
