The present invention relates to a skin external applicator composition containing a cell-penetrating fibroblast growth factor fusion protein. The skin external applicator composition of the present invention does not cause toxicity in skin cells, ensures outstanding cell permeability of biologically active materials contained in the protein, and can effectively be used for improving skin (recovery), anti-aging, or wound healing. In addition, the cell-permeable fusion protein, according to the present invention, further includes 1,2-hexanediol, thereby exhibiting remarkable synergistic effects on stimulation of collagen production, and thus being more effectively used for anti-aging or wound healing.
