The present invention relates to a composition for external application for skin comprising cell permeable vascular endothelial growth factor (VEGF) fusion protein, wherein the composition for external application for skin comprising the VEGF fusion protein has no toxicity to skin cells, and has excellent cell-penetrating power of a bio-active material contained in the protein to be effectively used in, especially, skin improvement (recovery), anti-aging, or wound healing. In addition, the VEGF fusion protein of the present invention further comprises 1,2-hexanediol and exhibits a remarkable synergy effect in promotion of collagen production, thereby being used more effectively for anti-aging or wound healing.
