The present invention relates to a radar signal processing apparatus and a target detection system using the same. The radar signal processing apparatus of the present invention comprises: a digital beam former (DBF) for synthesizing signals received for each antenna on the basis of an output signal of a first window, and outputting the synthesized signals for each beam; a second window for applying a window function for reducing a leakage error occurring during fast fourier transform for the synthesized signals; a fast Fourier transformer (FFT) for performing the fast fourier transform for an output signal of the second window; a weight calculator for calculating a weight in accordance with power of bit frequencies of the output signal of the FFT; a constant false alarm rate (CFAR) detector for selecting specific bit frequencies by applying a variable detection threshold for the output signal of the FFT; an estimator for estimating information including a distance, a speed and an azimuth angle of a target from the selected bit frequencies; and a Kalman filter for tracking the target in consideration with weighted power calculated by the weight calculator.
