The present invention relates to a signal frame for town broadcasting, a transmitting device for town broadcasting, a receiving device for town broadcasting, and driving methods thereof, which reorganize an address system of a town broadcasting system using a one-way communication method, thereby accurately transmitting town announcement broadcasting without household missing for each town unit. Also, the present invention can individually control each household of a device interlocked with the receiving device. The signal frame for town broadcasting comprises an address sub frame which has a five-digit address system, in which lower three digits of a five-digit postal address are written in the top three digits of the address system, and in which an individual distinction number of the receiving device is written in the lower two digits of the address system.
