The present invention relates to a fish ladder device installed on a dam in a river. The fish ladder device forms a fish ladder by forming a waterway on the dam in the river. The fish ladder device comprises: a fish ladder body formed with a corresponding length to be mounted on the waterway and partitioned by a plurality of spaced outer walls, wherein the fish ladder passes through the outer wall in a zigzag form; a first deceleration plate and a second deceleration plate spaced apart from each other at the rear and front sides of the fish ladder to reduce the flow velocity before and after passing through the fish ladder; and an angle adjustment unit installed in front of the second deceleration plate to adjust the angle of the second deceleration plate while converting a rotary motion into a linear reciprocating motion. The first deceleration plate has a plurality of through holes formed therethrough, and the second deceleration plate is formed in a cone shape divided vertically or horizontally. According to the present invention, by effectively reducing the flow velocity of water passing through the waterway of the dam formed in the river, a fish can easily move to the upstream or downstream side, thereby protecting the fish ecosystem of the river, and the flow velocity can be selectively adjusted for each position, thereby preventing green algae.
