The present invention provides an anion-exchange composite membrane comprising a crosslinked copolymer including vinyl benzyl repeating units having tertiary ammonium groups, styrene-based repeating units, poly(ethylene glycol) ether acrylate or poly(ethylene glycol) ether methacrylate repeating units, and divinylbenzene-crosslinked repeating units. A pore-filled anion-exchange composite membrane comprising a crosslinked copolymer including vinyl benzyl repeating units having tertiary ammonium groups, styrene-based repeating units, poly(ethylene glycol) ether acrylate or poly(ethylene glycol) ether methacrylate repeating units, and divinylbenzene-crosslinked repeating units exhibits excellent anti-fouling properties against negatively charged pollutants; and has low electric resistance, excellent ion-exchange capacity, processability, and flexibility, wherein the ion-exchange capacity and ion conductivity can be easily controlled. Further, the anion-exchange composite membrane of the present invention is easier and more cost-effective to produce compared to the conventional anion-exchange composite membrane.
