The present invention relates to a method for removing volatile organic compounds (VOCs) by using the surface chemical reaction of an ozone decomposition catalyst and a plasma process and a device thereof. An ozone decomposition catalyst reactor which has MnO_2 being used as an ozone decomposition catalyst or Ag, Pd, and Pt being used as an active material on the surface of ceramic balls in a standalone or mixed manner to oxidize CO to CO_2 through bubbling and decomposition of VOC reaction gas by using oxygen atom radicals (O) generated from ozone decomposition. The method and device can decompose and remove various VOCs harmful to the human body in indoor and underground spaces, solve problems related with the oxidation reaction of CO and oxygen atom radicals (O) to CO_2 not progressing due to the difference in the electronic structures when ozone (O_3) is generated from the chemical reaction, and provide user convenience and reliability of the device through a notification function.
