According to the present invention, a Sb_2Se_3 nano-needle array of a grass shape is easily manufactured on a substrate by a spin coating method without a complex process. Preferential [001] growth of single-crystalline Sb_2Se_3 occurs during first spin coating. When subsequent spin coating is repeated, an interface defect is created to bring about growth like annual rings of the Sb_2Se_3 nano-needle array. After surfaces of TiO_2 and Pt are sequentially modified, resistance against electric charge movement from a photoelectrode to an electrolyte is markedly reduced to obtain a high photoelectric current, which can be applied to various photoelectrochemical devices.
