Disclosed are an apparatus for power allocation and user scheduling in a MIMO downlink system and a method thereof. The method comprises the steps of: determining at least one user terminal to receive a signal based on channel information in a downlink for a plurality of user terminals in a cell to which a MIMO downlink system belongs; and repeatedly assigning power based on majorization-minimization technique to transmit the signal to the determined user terminal.
