An objective of the present invention is to provide a network-based proxy setting detection system using wide area network internet protocol (WAN IP) validation and a method of blocking access to harmful sites using the same which validate a wide area network internet protocol (IP) from the outside in real time to provide a warning message and block access if a security system is bypassed by proxy setting to use a network. The network-based proxy setting detection system using wide area network internet protocol (WAN IP) validation is an internet access system using a backbone switch (120), a harmful site blocking means (130), an intrusion prevention system (IPS) (140), a firewall (150), an internet service provider (ISP) (160) and a proxy site (170), and comprises: a PC (100, 110) of a user having a detection agent program installed therein to generate a validation packet when accessing the internet, determine a case of bypassing site access through a proxy as a harmful site in accordance with a validation verification packet for the generated validation packet to generate a warning window on a monitor of a user PC, and block access to the corresponding harmful site; and a validation server (200) to receive a validation packet generated by the user PC (100, 110) to compare a source internet protocol (IP) address and a wide area network internet protocol (WAN IP) address of a data area in the corresponding validation packet to generate a validation verification packet, and output a response to the PC which has transmitted the validation packet.
