A state quantity detection unit is configured to detect a state quantity of a turbine. A time computation unit is configured to compute a duration of operation in overrunning operation of the turbine based on a turbine life and state quantity. A distance calculation unit is configured to calculate a Mahalanobis distance based on the state quantity. A determining unit is configured to determine whether or not the overburning operation of the turbine at the Mahalanobis distance and the duration of operation is possible.
