A state quantity detecting unit is configured to detect a state quantity of a turbine including a temperature of the turbine. A variable calculation unit is configured to calculate a history variable regarding a history of the state quantity. A time computation unit is configured to compute a duration of operation in overrunning operation of the turbine based on a history variable corresponding to a life of the turbine and a computed history variable.
