In a method of forming an optical waveguide, an optical waveguide is formed by using a gas enclosing vessel having an inner space in which a polyvalent ionizable gas is trapped, a laser beam irradiating device irradiating the inner space with a pulse laser beam, and a discharge circuit that causes in that a pulse current flows in the vessel enclosing a gas. The method of forming an optical waveguide comprises: a first step of causing the pulse current in the vessel including the gas to flow using the discharge circuit so that the internal space enters a plasma state; a second step of forming a polyvalent ionization channel in the interior space and causing the polyvalent ionization channel to expand by an inverse pinch effect by irradiating the interior in the plasma state with the pulse laser beam as a trigger laser beam from the laser beam irradiation device; and a third step of increasing a current value of the pulse current flowing in the gas confining vessel before or during irradiation with the trigger laser beam.
