Horticultural shears comprise base 10, blade 20, rotating arm 30, spring 40, and closing cap 50. An extension bar 11 joined to a lower portion of the base, a first pivot hole 101 penetrates the center of the base, and an entering portion 102 is formed on one side of the base. A round protruding piece 104 is provided on the base; a first concave portion 105 above the round protruding piece, and a second concave portion below the round protruding piece. The blade has a cutting edge, and is penetrated by a second pivot hole 22 and a third pivot hole 23. A fourth pivot hole 301 and a second spring hole 302 penetrate the rotating arm, and an end edge of the rotating arm is has an arc indent 303; moreover, two sides of the arc indent respectively form a first protruding portion 304 and a second protruding portion 305. A fifth pivot hole 51 and a sixth pivot hole 52 respectively penetrate the closing cap close to two end areas thereof.
