The present invention relates to a system and method of preventing a collision between ships or a collision between a ship and an obstacle. According to the present invention, in order to solve a problem with vessel traffic service (VTS) systems of the related art which are problematic in that such systems require individually identifying a possibility of a collision between multiple ships or a possibility of a collision between multiple ships and obstacles and to take precautions, so that as the number of ships to be guided increases, complexity of performance increases rapidly, there is provided a system for guiding avoidance of collision between multiple ships by using a time series graphic display, the system being configured to display a time series graph by calculating a change in relative distance over time with respect to each ship and obstacle on the basis of a current position and moving speed of an obstacle, such as a ship or a bridge, wherein a lower limit value on spare distance and a lower limit value on spare time for each ship are normalized to display the change in distance over time for each ship as the time series graph, whereby it is easy to check, at a glance, positions, crossing time, and collision avoidance of the navigating ship and the obstacle so as to assist in quick and accurate situation determination, and so as not to increase complexity of collision determination performance even though the number of ships to be guided increase.
