To enable a failure analysis to classify layers of data mixed with different influence factors into respective influence factors.SOLUTION: A range setting unit 11 divides an analysis target area into meshes, and classifies the analysis target area into an A group and a B group with the mesh as a minimum unit. An analysis unit 12 performs Weibull analysis based on a cumulative hazard method by using inspection data of facilities X existing in the mesh of the A group. A determination unit 13 uses the degree of deviation from a regression line of a plot by the Weibull analysis as an index to determine whether the group A is a mixed area or a single area. A range expansion unit 14 repeats the process of transferring the mesh from the B group to the A group while keeping the A group in the single area.SELECTED DRAWING: Figure 3
