To easily generate an operation procedure manual again.SOLUTION: An assembling order generation device in an embodiment includes an input unit, a reproduction unit, a confirmation unit and an output unit. The input unit accepts input of operation order information indicative of an order of operations for a product and three-dimensional shape information relating to a shape of the product. The reproduction unit acquires, with respect to each operation included in the input operation order information, operation information stored in an operation information storage unit and relating to the operation, and moves components of the product based on the three-dimensional shape information within a virtual space in accordance with the operation information to reproduce an assembled state. If an operation which causes interference between the components in the reproduced assembled state is included, the confirmation unit displays the operation as a problematic operation to a user and accepts correction of the operation by the user. The output unit outputs an operation procedure manual on the basis of the accepted correction, the operation order information and the operation information.SELECTED DRAWING: Figure 1
