A calculation technique determining system provided with a pre-calculation unit for executing the calculation of each layer using at least one calculation technique prepared in advance for each layer of a network structure in an execution environment in which calculation is executed, a cost acquisition unit for acquiring the calculation cost of the at least one calculation technique for each layer on the basis of the calculation result of the pre-calculation unit, a determination unit for selecting one calculation technique for each layer on the basis of the calculation cost from among the at least one calculation technique prepared in advance for each layer and correlating the layer and the one selected calculation technique to each other, and a calculation unit for executing the calculation of each layer of the network structure on input data using the calculation technique correlated to each layer.
