PROBLEM TO BE SOLVED: To provide a substrate with a black matrix and a color filter with which it is possible to reduce influences on display area wiring due to the thinning of wire size in a shading part.SOLUTION: Provided is a substrate with a black matrix having a transparent substrate 1 and a black matrix arranged on one surface of the transparent substrate, the substrate with a black matrix having a display area and a non-display area located on the outside of the display area. A black matrix in the display area has first shading parts 2 arranged in parallel in a first direction and second shading parts 3 arranged in parallel in a second direction that intersects the first direction. The first shading part is a display area wiring at least the transparent substrate side of which is low reflection and formed with a metal having shading properties. A non-display area wiring, connected to the display area wiring, is arranged on the same surface as the surface of the non-display area of the transparent substrate and on which the display area wiring is laid, the non-display area wiring being connected to a terminal part for connection to the outside.SELECTED DRAWING: Figure 1
