In a step S20 and a step S30, a plurality of first ribs 22 are pressed against a first face 101a forming the rail joint gap 104, and a plurality of second ribs 32 are pressed against a second face 101b forming the rail joint gap 104 and opposing the first face 101a. In a step S40, a water stop adhesive is filled into a first filling space 51 formed by the plurality of first ribs 22 and the first face 101a and a second filling space 52 formed by the plurality of second ribs 32 and the second face 101b.
