To provide a traffic signal control device, a traffic signal control system, a traffic signal control program, and a traffic signal control method capable of smoothly operating a road traffic.SOLUTION: A traffic signal control device comprises: an acquiring unit that acquires a signal including an identifier for specifying a transmitter from the transmitter provided in a possessor of a passerby received by a wireless receiver; and a lighting time control unit that controls a lighting time of each lighting color of a light emitter according to a change of the identifier and a strength of the signal.SELECTED DRAWING: Figure 1
