To keep a state where operation history information of a central control device has no defect regardless of disconnection of communication.SOLUTION: A terminal control device controls a signal light unit by a signal control command from a central control device, and transmits a message of an operation history notification including operation history information to express an operation state of the control to the central control device via a wireless conversion device. The wireless conversion device stores operation history information within a reception message. The central control device stores operation history information within a reception message. The central control device transmits a message of an operation history re-transmission request including information of a defect period to the wireless conversion device when operation history information of the own device has a defect. The wireless conversion device searches operation history information corresponding to a defect period within a reception message, and transmits a message of an operation history re-transmission response including the operation history information to the central control device.
