PROBLEM TO BE SOLVED: To provide a production method of water-added fuel oil useful for spreading water-added fuel oil that shares two passages for circulating water and water-added fuel oil and thus reduces parts for a simple structure and can be easily applied to an existing facility, and to provide water-added fuel oil.SOLUTION: A production method of water-added fuel oil includes a first step for reducing raw water in an oxidation/reduction apparatus 8 and circulating the reduced water to a water tank 1 through a first circuit 12 equipped with a high pressure pump 6 and a line mixer 7 for a required time, a second step for circulating mixed oil of raw oil and an additive to a mixed oil tank 4 through a second circuit 13 equipped with the high pressure pump 6 and the line mixer 7 for another required time and then further circulating a mixture of the reduced water circulated in the first step and the mixed oil circulated through the second circuit, through the second circuit 13 for another required time, and a third step for leaving water-added fuel oil emulsified in the mixed oil tank 4 for standing in an oily water standing tank 5 for another required time and then sending the water-added fuel oil for burning in a furnace F.SELECTED DRAWING: Figure 1
