The steer-by-wire-based vehicle steering control apparatus may include: a vehicle state information acquisition unit configured to acquire information associated with a state of operating a steering rack module, which is connected to a wheel and is mechanically separated from a steering column module connected to a steering wheel; and a steering reaction force control unit configured to determine a state of collision or contact with an external object based on the information associated with the state of operating the steering rack module and to control an operation of a steering reaction force motor, which is included in the steering column module and provides a steering reaction force to the steering wheel, according to the determination result.
