A control device (1) used to control a construction zone (60) or terrain by detecting control data related to an optical signal after a round trip on an optical cord (40), comprising: - an optical cord (40) used as a sensor, which comprises optical waveguides under mechanical prestressing to such an extent that they are subjected to tensile stress even when they are subjected to little deformation; - an optical source (3) for emitting an optical emission signal (4) transmitted in the optical cord (40); - an analog optical detector (5) for detecting control data comprising an intensity of a return optical signal (6) corresponding to the emission optical signal (4) returning from the optical cord (40); the control device (1) being configured as a compact unit and comprising control means (7) to alternately activate and deactivate the emission of the optical source (3) so that a relationship between the period without emission and the duration of the emission is greater than 5,000, characterized in that the optical cord consists of a component with optical waveguides that serve to control the deformations of the component and are fastened on or in the component under mechanical pretensioning, the optical waveguides being firmly attached to the component at least part of its length and being prestressed to such an extent that they are subjected to tensile stress when deformations due to compression, shrinkage or creep occur in the component, where the control means (7) alternately activate and deactivate the emission of the optical source with a frequency of approximately between 10 and 200 Hz.
