In order to enable a reduction in communication load while maintaining high estimate accuracy in estimating available bandwidth, estimation packets which sequentially increase in packet size are transmitted to an available bandwidth estimation device at identical intervals, and the transmission of the estimation packets is stopped upon a signal being received indicating that receiving intervals of the estimation packets have begun to lengthen at the available bandwidth estimation device.
