The system based on a tri-axial pan-tilt stable photographing device and a method for realizing stable photographing transmit real-time position data of the photographing device (400) to the host computer (100) via the sensor (300), and coordinate control via the host computer (100) so that the photographing device (400) can always maintain a horizontal state.
