This test case generation device (10) analyzes software to be tested that is software for executing one step of processing each time a value is inputted, and generates, as a test case, a series of values inputted to test said software. In such a circumstance, with regard to a state variable, if a value obtained after execution of any one step of processing from among a plurality of steps sharing the state variable is equal to a value obtained after execution of another step of processing from among the same, then an equivalent step inspection part (19) determines that the two steps are equivalent steps. A test case generation part (20) excludes one of the two steps having been determined by the equivalent step inspection part (19) as being equivalent steps, analyzes the software to be tested, and generates a value to include in the test case.
