The present invention relates to an algae culturing apparatus for controlling the generation of oxygen with a circulating gas-liquid dissolving device. The apparatus measures the amount of oxygen generated by the smooth circulation of the algae due to a lifting effect of the circulating water. By controlling the circulation rate, the oxygen production can be controlled by controlling the exposure time to the light source. In addition, the present invention employs a circulating type gas-liquid dissolving apparatus in order to effectively transfer CO_2 required for algae photosynthesis and to maintain optimum pH of the culturing tank, thereby dissolving injected CO_2 to adjust the pH in the culturing tank and to emit no CO_2 to the outside.
