PROBLEM TO BE SOLVED: To provide an algae culture composition and an algae culture apparatus utilizing a phosphorous acid component or a hypophosphorous acid component.;SOLUTION: In a culture medium containing a phosphorous acid component, a hypophosphorous acid component, or both thereof, e.g., in a liquid obtained by diluting metal plating waste water and in which the concentration of a contained phosphoric acid is diluted at not more than a given concentration, or in a liquid containing the phosphorus component derived from the metal plating waste water, algae are cultured.
