The present invention relates to an apparatus for fusing an infrared image and a radar image, which comprises: an image acquisition unit acquiring an infrared image and a radar image of a particular area, respectively; an inputted image normalization unit removing noises respectively from the acquired infrared image and radar image to perform normalization; a spatially detailed information extraction unit filtering the normalized radar image at low frequency to extract spatially detailed information; an image size adjustment unit adjusting the size of the infrared image to be same as that of the radar image; a fusion weighted value determination unit determining a weighted value for fusion of the infrared image and radar image; a fusion coefficient determination unit determining a fusion coefficient of the infrared image and radar image; a fused image production unit using the spatially detailed information, the fusion weighted value and the fusion coefficient to produce a fused image; and a fused image color conversion unit converting the color of the fused image. According to the present invention, the apparatus can be broadly utilized in many fields of observing information on earth surface, and in particular, can enable a user to readily differentiate temperature characteristics of the earth surface, such that the present invention is able to be applied in various fields such as object recognition including image classification, target detection, vegetation monitoring.
