PPROBLEM TO BE SOLVED: To accurately and virtually express the existence of objects and scenes, by using infrared images, even if the road environment has complicated objects. PSOLUTION: An environment assessment infrared image creating apparatus reads and processes an object database for describing shapes of the objects existing in the road environment, the infrared energy emitted from the objects and reflectivities corresponding to materials of the objects when the virtual road environment assessment infrared image is created, disposes the objects and establishes the road environment (S1), defines an imaging plane for the infrared image in the road environment (S2), calculates an attenuation of the infrared energy corresponding to an atmospheric condition of the established road environment (S3, S4), calculates the infrared energy of the objects for reaching pixels in the imaging plane for the infrared image based on the calculated attenuation of the infrared energy, angles and distances of the objects to the imaging plane, the infrared energy and the reflectivities of the objects (S5), perspectively converts values of the infrared energy in the pixels into pixel values (S6), and creates the infrared images (S7).
