The present invention relates to a system and a method for effectively determining an intra-prediction angular mode which can reduce the calculation amount and calculation time by predicting directivity utilizing a position having the largest difference between pixels of each line in each of horizontal and vertical directions of original image pixel data in performing intra-prediction on video encoding so as to determine an optimal intra-prediction angular mode for each of the horizontal and vertical directions.
