The present invention relates to a method for manufacturing tooth development cookies for a baby and baby tooth development cookies thereby. According to the present invention, the method comprises the steps of: steaming sweet potato and sticky rice; adding yeast, pectin, salt, and water to the steamed sweet potato and sticky rice to knead the mixture; fermenting the dough to make fermented dough; molding the fermented dough; drying the molded dough; and baking the dried dough. Accordingly, surface strength is maintained for a predetermined time and is suitably changed corresponding to tooth movement of a baby, thereby helping tooth development of the baby. Moreover, the tooth development cookies for a baby can be taken and digested by the baby while maintaining flavor and functionality of the sweet potato and the sticky rice, thereby continuously promoting interest of the baby.
