The present invention relates to an anti-heeling system and a ship having the same. The anti-heeling system of the present invention, which compensates for a slant of a ship having a plurality of cargo tanks and a plurality of ballast tanks at the portside and starboard, includes at least one anti-heeling device installed on a hull of the portside and the starboard below a load waterline, opened so that seawater is filled in at least one of the plurality of ballast tanks provided on the opposite side of the damaged hull when inclining to the portside or the starboard since the hull is damaged, and compensating for the slant of the ship.
