The present invention is to provide a method for manufacturing a 0-dimensional and 1-dimensional graphene composite catalyst containing nitrogen-iron and applications to a fuel cell. The method for manufacturing a catalyst comprises: peeling a stacked-cup carbon nanofiber and forming carbon powder; mixing the carbon powder with an iron precursor, a nitrogen precursor and a solvent, freeze-drying the same and forming mixed powder; and thermally treating the mixed powder. The carbon powder comprises 0-dimensional graphene nanoflakes and 1-dimensional graphene nanoribbon. According to the present invention, the catalyst manufactured by the method is not poisoned.
