One embodiment of the present invention relates to a method for preparing a nitrogen-iron-containing 0-dimensional and 1-dimensional graphene structure composite catalyst and its application to a fuel cell, and more particularly stacked cup-shaped carbon nanofibers (stacked) forming a carbon powder by removing the cup carbon nanofiber), lyophilizing the carbon powder with an iron precursor, a nitrogen precursor, and a solvent to form a mixed powder, and heat treating the mixed powder. The carbon powder provides a catalyst manufacturing method comprising 0-dimensional graphene nanoflakes and 1-dimensional graphene nanoribbons.
