The present invention relates to a vegetation retaining wall structure with an eco-pocket and a construction method thereof. The vegetation retaining wall structure comprises: concrete blocks stacked vertically and laterally on a cut slope to form a retaining wall, and including a storage space opened upwards; and an eco-pocket part stored in the storage space of the concrete blocks, and including a pocket space opened upwards, in which seeds are germinated. The eco pocket part includes: first and second vegetation mats comprising vegetable mats; and a peat layer placed between the first vegetation mats and comprising peat and seeds spread over the peat. Therefore, the first and second vegetation mats comprises plants such as moss, reeds and the like, and peat, which is formed as tree-derived organic matter is deposited between the vegetation mats, is prepared, so a growth environment for plants can be improved and an eco-friendly retaining wall can be formed. Moreover, if a concrete block is placed on another concrete block, a lower support plate and a front slope plate of the upper concrete block are supported by an upper placement surface and a support protrusion of the lower concrete block, and a plurality of concrete blocks are stacked on a cut slope to be inclined. Therefore, since a plurality of concrete blocks are stably stacked on a cut slope, structural stability and durability can be secured.
